I got this email too and forwarded it to PayPal spoof@paypal.com. A little while later I received this email from them:

"Thanks for forwarding that suspicious-looking email. You're right - it was a phishing attempt, and we're working on stopping the fraud. By reporting the problem, you've made a difference! Identity thieves try to trick you into revealing your password or other personal information through phishing emails and fake websites. To learn more about online safety, click "Security Center" on any PayPal webpage. Every email counts. When you forward suspicious-looking emails to spoof@paypal.com, you help keep yourself and others safe from identity theft.
Your account security is very important to us, so we appreciate your extra effort.
Thanks,
PayPal

From the PayPal Website:

How do I report a fake PayPal email or website?

"Phishing" is an illegal attempt to "fish" for your private, sensitive data. One of the most common phishing scams involves sending an email that fraudulently claims to be from a well-known company – like PayPal. These emails may contain links to fake websites or fraudulent attachments.

Fake websites encourage you to enter personal information like credit card numbers, social security numbers, and account passwords.

Received a suspicious email? Let us know.

If you believe you've received a phishing email, follow these steps right away:

  1. Do not enter any financial or personal information. Do not click on any links or download any attachments within the suspicious email.
  2. Forward the entire email to spoof@paypal.com. Do not forward the message as an attachment.
  3. Do not alter the subject line. Delete the suspicious email from your email account.

We'll send you an email response to let you know if the email is indeed fraudulent.

I received this e-mail today from an address like acct*department9*com. Scammers are getting stupider by the day.

I received an email from paypal asking me to open an attachment and update my information or my account would be blocked. the scary thing is, I forwarded it on to paypal's scam address asking them to verify the authenticity of the email (back in April and twice more since) and they have not even acknowledged it. I ignored the request, and my paypal account is still active. Guess it was a scam and paypal really aren't interested in protecting their customers regardless of what their website says
